Using Twitter to report problems in your city

Problem
Most cities have a portion of their website to reporting problem with in the city.. Example (Potholes, Damage, etc..). Problem is that there may be considerable time between the time you see a problem and then get to a computer, find the form and enter the address, description etc..
Idea
Use Twitter to allow citizens of city to report on problems as they see them using their smartphones.
Example
Mike is out with his kids at his community park. When he arrives, he realizes that the grass at the park has not been maintained in what looks like a month. He knows about www.reportinhrm.ca and browses to it on his phone. There Mike sees two categories of things to report on.
Mike selects Park and then Grass Length. As soon as he selects the button, Twitter opens on his iPhone and is pre populated with an existing message. He add’s his GPS location and a photo and hits send.
Mike’s municipal rep is monitoring Twitter for such posts. He reply’s to Mike confirming that he has received his message and has forwarded it to the appropriate department.
